Utility Billing Clerk
Town of Jackson, South Carolina
This full-time position supports accurate utility billing and customer service while contributing to the efficient operation of Town of Jackson services.
Definition and Purpose
This position is responsible for the maintenance and review of Town of Jackson utility billing records, which involves managing customer accounts, processing payments, and ensuring accurate billing for utility services, while also completing other transactions for the Town of Jackson.
Essential Job Functions
- Receive payments for utility bills and meter installation fees.
- Monthly utility bill preparation and distribution.
- Perform daily balancing, posting, account adjustments, and reconciliation of all cash receipts, including drop box, online, and bank deposits.
- Post payments to customer accounts.
- Upload meter reads, review exception reports, research inconsistencies in water accounts, coordinate required meter reads, and communicate with customers regarding their utility accounts.
- Update or change customer records as necessary.
- Compile reports and correspondence as required.
- Prepare work orders for water shut-off and special meter readings, and dispatch staff to utility calls.
- Respond to citizen and utility customer inquiries and concerns.
- Maintain and reconcile the petty cash box in compliance with Town of Jackson cash-handling policies.
- Provide front desk customer service, including greeting visitors, answering phones, and assisting with inquiries.
- Support Administration as needed.
- Prepare and submit the Set Off Debt report annually.
- Perform other duties as required.
Requirements
Experience
Two (2) years of professional office experience required; preferably in utility billing, bookkeeping, accounting, or customer service; or an equivalent combination of education, training, and experience.
Education
High school diploma or equivalent required.
Knowledge, Skills, and Abilities
- Strong customer service orientation and professional demeanor.
- Proficiency in Microsoft Office; experience with Nicholson Business Systems is a plus.
- Strong organizational and multitasking skills with the ability to meet deadlines.
- Considerable knowledge of mathematics and bookkeeping principles.
- Some knowledge of accounting and financial management concepts.
- Strong attention to detail and accuracy in data entry and recordkeeping.
- Ability to understand written and oral directions and maintain effective working relationships.
- Knowledge of municipal operations and administrative procedures.
- Ability to maintain confidentiality and use discretion.
- Excellent written and verbal communication skills.
- Ability to interact tactfully and courteously with the public and coworkers.
Working Environment
- Work is performed in an office setting.
- Frequent sitting, typing, standing, and use of office equipment.
- Occasional lifting of supplies or materials up to 15 lbs.
